       This is the way in which from grade to grade they attain honors, and not by purchases, bartered sales, or favors; Which is the misery, ruin and total calamity of all States and Republics.
       If it is necessary to go to war, either for the destruction of the Fatherland, or to help the allies, all the Milleniers, Field Marshals, Battle Sergeants, Centenaries, Lieutenants and Ensigns, both of the cavalry and the infantry, are elected from the body of this nobility, and also the Master of the artillery and the Commis faires.
       In short, all the principal charges, honors and dignities are in their hands, without the people being offended, a state justly and equitably governed by them, but nevertheless leaves room for the virtue of each one to be able to attain similar dignities, as we have said above.
