that it would therefore be better to remove this pretext for division from them to establish a superior & several other reasons tending to the same ends.
      The question having been well discussed on both sides, finally it came back to this point that a King would be elected who would preside over the Senate & in all assemblies, having the authority to propose, collect votes & pronounce the results, to receive Ambassadors & the packages, to make a response in the presence of all Senators,[1] or of a part thereof, to command the armies when he would go there in person, & to have full control of the largeness that the public would give him for his maintenance, which would be one hundred thousand escus. As for the rest of the finances, he would not be allowed to touch them in any way, but they would be handled by people appointed by him & the Senate, as we will say hereafter.
      Moreover, he would not have the power to grant pardon to anyone, nor to order any punishment, except in war, even if it were with the advice of the ten Senateurs, who would be appointed to assist him in counsel & also to watch over his actions, lest by some presumption or lack of courage, he should bring harm to the public weal:

1. As it was written in the U.S. Constitution, no treaties without consent of the Senate.
