to ask at all times of the people, who never view with favorable on anyone who wants to demand something from them, & to pay & remunerate those who administer public charges, both in war, police, & finances, to fortify places, provide for the sea, & keep ready all munitions & equipment of war.
       These were the reasons that moved these wise founders of this invincible Monarchy, to make the public rich & opulent, leaving to them all the mines of gold, silver, precious stones & other minerals, which return per annum to the value of four million, & also much arable land, woods, coppices, meadows, lakes, rivers & ponds, horse stables & large herds of oxen, sheep, camels, elephants & buffaloes, all of which things can amount to the sum of six millions, being every year leased in the metropolitan city of Sangil, to the highest & last bidders in the presence of the Senate, so that in such a manner open & fair without any exaction, there comes every year ten million in gold to the public coffers, especially since in whichever manner one wishes to disguise the name of such charges, it is always taking & subtracting the property of individuals: For
