of the civil order & of regulation, in order to learn from the resolutions of so many excellent personages how they will have to judge & govern, when they are called to public office, being indeed the best school where they can form their judgment. It is therefore ordered that those who will leave the Academy, attend for at least two years the Council of State before taking office: But when we deliberate on secret & important matters concerning the State, no one is allowed to attend except the senators & deputies. When his Majesty is seated with his council, he proposes, if it pleases him, or else commands the Chancellor to do so; thus being executed, the first Senators on the right side shall each in order speak their opinion, & after them, those on the left side. If there is any difficulty, each disputes & contests as he pleases, until we return to one or two opinions, or else to a third compromise, also asking the advice of the Gentlemen of the States. For if the matter is something that concerns the Provinces, each of them can also express his opinion without being interrupted. For if the thing does not please them, it is by no means done |
