CHAP. I.
NOW it is time, having led the reader with the
civil police, as with the flutes & the violin, that I
sound the trumpet & the drum to lead him among
the men of war. For the council having judged
that the good order of the civil government was
not sufficient to maintain the republic, it still was
wanting to add force & arms, especially as men
are more naturally inclined to evil, than towards
good, to separation, than towards friendship & to
war than to peace; they wanted to have always in
hand a strong bridle to hold them back & to lead
them
